湖南中医药大学国际教育学院疫情防控期间国际学生管理暂行规定

为加强新冠肺炎疫情防控期间国际学生管理，维护正常校园秩序，落实疫情防控各项部署和措施，全力打赢疫情防控阻击战，根据上级部门和学校疫情防控工作总体要求，落实疫情期间学校施行的全封闭式管理，按照《普通高等学校学生管理规定》（教育部令第41号）、《湖南中医药大学学生处分条例》（校行学字〔2017〕14号），《国际学生手册》（2019年1月）文件精神，特制订本规定。

第一章 总则

第一条本规定适用于湖南中医药大学国际学生。

第二条本规定自发布之日起执行，至学校根据上级部门要求和学校实际宣布疫情结束止。

第三条学生返校时间以学校通知为准，在规定的返校时间前任何国际学生不得擅自返校。有以下行为者，给予警告以上处分，情节严重者或造成重大传染事故的，从重从严处分。

（一）未经批准或不听劝阻，擅自返校的；（二）擅自返校，隐瞒不报的；（三）伪造或提供与疫情防控相关虚假证明等材料的；（四） 因特殊情况，经审核同意返校的学生，在返校过程中，不遵守所在地、途径地和长沙市疫情防控相关要求的；

第四条 学生按照学校要求填报个人相关信息时，故意不报、瞒报、错报、误报、漏报的，给予警告以上处分，情节严重者或造成传染事故的，从重从严处分。
第五条 学生按照学院要求开展寒假系列活动，须遵守纪律，服从管理，对缺席、迟到、早退、影响成绩及奖学金评定、扰乱秩序等行为者，给予警告以上处分，情节严重的，从重从严处分。

第六条 遵守学校疫情防控工作要求，积极配合学校疫情防控工作，服从学校日常管理。有以下行为者，给予警告以上处分，情节严重者或造成重大传染事故的，从重从严处分。（一）应该隔离但拒绝隔离，违反隔离工作要求，擅自解除隔离的；（二）不按规定监测自身健康状况，不按要求及时准确报送个人信息，对个人身体健康有关信息弄虚作假的；（三）影响或干扰他人身体健康监测的；（四）身体健康状况出现异常，不服从学校安排的；（五）私自组织聚集活动的；（六）明知自己存在健康隐患，仍不主动采取措施，给他人造成健康威胁的；（七）校内散布防控疫情不实信息的；（八）组织参与、教唆煽动他人实施有碍疫情防控活动的。

第七条 遵守寒、暑假疫情防控期间对宿舍、食堂、教室等场所有关防控要求。有以下行为者，给予警告以上处分，情节严重者或造成重大传染事故的，从重从严处分。
（一）在宿舍留宿他人或到其他学生宿舍住宿的；（二）不配合工作人员进出登记、监测体温、证件检查等疫情防控工作的；（三）在校园内喧哗起哄，造成周围人员恐慌，扰乱学习生活秩序的；（四）宿舍内出现疑似或确诊病例，不按照学校要求进行集中隔离的；
（五）在宿舍内使用大功率电器，造成安全隐患的；
（六）未在宿舍落锁时间22:30前返回宿舍的；

第八条 严格遵守疫情期间外出管理规定，有以下行为者，给予警告以上处分，情节严重者或造成重大传染事故的，从重从严处分。
（一）未经学校批准，擅自带校外人员进入校园的；（二）未请假或请假未批准，擅自翻越围墙、栅栏等离开学校的；
（三）特殊情况经批准离校，未按照约定时间返校的；
（四）迟还、伪造、藏匿校园通行证的；
（五）特殊情况经批准离校，再次返回学校后，不按学校疫情防控要求采取相应措施的；

第二章 附加处罚

第九条 学生违纪行为，构成违法的，除由行政、司法部门依法追究法律责任外，学校给予相应的纪律处分。
第十条 对违反疫情防控工作的学生，处分权限、程序和申诉等工作，按照《湖南中医药大学学生处分条例》（校行学字〔2017〕14号），《国际学生手册》（2019年1月）等规定，从严从快进行处理。

第三章 附则

第十一条 本规定中处分的“以上”均包括警告、记过、留校察看、开除学籍处分。

第十二条 本规定中未提及条例，参照《国际学生手册》（2019年1月）执行。
第十三条 本规定由国际教育学院负责解释。

Interim Provisions on the Administration of International Students during the Epidemic prevention and control period

To strengthen COVID - 19 students during the epidemic prevention and control management, maintain normal order in the campus, implement all deployment and epidemic prevention and control measures, to win the anti-epidemic war, according to the superior departments and schools, epidemic prevention and control work general requirements, the implementation of the school the completely closed management, according to the Common Colleges and Universities Student Management Stipulation, the Hunan University of Chinese Medicine on Student Punishment (No. [2017] 14) and the International Student Handbook(2019.1). hereby formulated these provisions.

Chapter I General Provisions

Article 1 These Provisions apply to international students of Hunan University of Chinese Medicine.

Article 2 These regulations shall be implemented from the date of promulgation until the school declares the end of the epidemic situation according to the requirements of the higher authorities and the actual situation of the school.

Article 3 The time for students to return to school shall be subject to the notice of the school. No international student shall return to school without authorization before the prescribed return time.

Whoever commits any of the following ACTS shall be given more than a warning; if the circumstances are serious or a serious infectious accident is caused, he shall be given a heavier and more severe punishment.

(1) returning to school without approval or in defiance of dissuasion;

(2) returning to school without authorization and conceal anything;

(3)forging or providing false certificates or other materials related to epidemic prevention and control;

(4) Students who have approved to return to school due to special circumstances do not comply with the requirements of epidemic prevention and control in their place of residence, transit place and Changsha during the process of returning to school;

Article 4 Any students who intentionally fails to report, conceals, misreports, or fails to report personal information in accordance with the requirements of the school shall be given punishments above warning.

Article 5 Students who carry out a series of winter vacation activities in accordance with the requirements of the college shall observe discipline and obey management. Those who are absent, late, leave early, or disturb the order, shall affect grades and scholarship evaluation, shall be given punishments above warning. Those who are serious will be given severe punishments.

Article 6 Comply with the requirements of the epidemic prevention and control work of the school, actively cooperate with the epidemic prevention and control work of the school, and obey the daily management of the school.

Whoever commits any of the following ACTS shall be given more than a warning; if the circumstances are serious or a serious infectious accident is caused, he shall be given a heavier and more severe punishment.

(1) where the person should be quarantined but refuses to be quarantined, or release isolation without authorization, violate of the requirements for isolation work;

(2) failing to monitor one's own health condition in accordance with regulations, failing to submit personal information timely and accurately as required, and falsifying information related to one's physical health;

(3) affecting or interfering with the physical health monitoring of others;

(4) disobeying the arrangements made by the school due to abnormal health conditions;

(5) organizing privately a gathering activity;

(6) failing to take active measures when he knows that he has hidden health risks and thus poses a health threat to others;

(7) disseminating false information on epidemic prevention and control on campus;

(8) organizing and participating in, abetting and inciting others to carry out activities hindering epidemic prevention and control.

Article 7 The epidemic prevention and control requirements for dormitories, canteens, classrooms and other places during the winter vacation shall be observed.

Whoever commits any of the following ACTS shall be given more than a warning; if the circumstances are serious or a serious infectious accident is caused, he shall be given a heavier and more severe punishment.

(1) Others live in dormitories or go to other student dormitories;

(2) failing to cooperate with the work of epidemic prevention and control, such as the entry and exit registration, temperature monitoring, certificate inspection, etc.;

(3) making noises and heckling in the campus, causing panic among people around and disrupting the order of study and life;

(4) there are suspected or confirmed cases in the dormitory and they are not placed under centralized isolation as required by the school;

(5) using high-power electrical appliances in the dormitory, causing potential safety hazards;

(6) failing to return to the dormitory before the lockdown time of 22:30;

Article 8 Those who strictly observe the regulations on the administration of going out during the period of epidemic prevention and control commit any of the following ACTS shall be given punishments above warning; those whose circumstances are serious or cause a serious infectious accident shall be given more severe punishments.

(1) bringing personnel from outside the school into the campus without the approval;

(2) to leave the school without asking for leave or approval, or to leave the school by climbing over walls or fences without authorization;

(3) failing to return to school at the agreed time after being approved to leave school under special circumstances;

(4) Students who forge, hide or return their campus pass late;

(5) failing to take corresponding measures in accordance with the school's requirements for epidemic prevention and control after leaving school with approval under special circumstances and returning to school again;

Chapter II Additional penalties

Article 9 If a student violates the discipline and constitutes a violation of the law, the school shall, in addition to the administrative and judicial departments, investigate the legal responsibility according to law, and give corresponding disciplinary sanctions.

Article 10 For students who violate the epidemic prevention and control work, the punishment authority, procedure and appeal shall be dealt with strictly and promptly in accordance with the Regulations of Hunan University of Chinese Medicine on Student Punishment (No. [2017]14) and the International Student Handbook(2019.1).

Chapter III Supplementary Provisions

Article 11 “above punishments” in these provisions include warning, demerit recording, school detention and expulsion.

Article 12 The regulations not mentioned in these Regulations shall be implemented by referring to the International Student Handbook (2019.1).

Article 13 The college of International Education shall be responsible for the interpretation of these provisions.
